Electronic waybill (e-TTN) will become mandatory from August 1, 2023

 

The issue of e-TTN implementation was discussed at an online meeting of representatives of the Ministry of Development, Communities, Territories and Infrastructure, the Ministry of Digital Transformation, USAID / UK aid project "Transparency and Accountability in State Administration and Services / TAPAS" with more than 20 business associations, almost 500 representatives of companies and NGO "Institute of Analytics and Advocacy".

It is assumed that the testing of the electronic invoice will begin in 5 days and the market will have six months to adapt to the new rules.

  "We definitely understand that e-TTN will make the freight transport market more transparent, less corrupt. For businesses, the use of electronic invoices will be cheaper than paper invoices. And, in general, this is the first step towards the introduction of international documents - e-CMR.

The introduction of e-TTN will definitely take place, so we are already calling on businesses to join the testing of the system in order to be ready to work with the documents by August 1. There are already providers of electronic document management that have been tested and can interact with the system.

It is planned that it will be possible to work with the document in real time for all parties of freight transportation at the same time - the sender, the recipient and the carrier. It will also make it possible to quickly carry out mutual settlements for the carried out transportation.

  "We provide a quality service that will be convenient for all counterparties. Including, for the state, which will get rid of paper data carriers in the field of freight transportation, and for business, which will receive a new speed of circulation of goods and transport invoices, and with it a new speed of mutual settlements.

Work on e-TTN started back in 2019. A huge part of the project's tasks was completed even before the Great War. Russia's full-scale invasion of Ukraine delayed the introduction of the electronic waybill, but did not stop these processes.

Now we clearly understand that the introduction of e-TTN is inevitable. And we have 6 months for testing. Actually, it's not that much time. Therefore, we call on businesses and providers of electronic document management to join today and adjust their business processes, already taking into account the transition to e-TTN. - commented Anatoly Komirny, Deputy Minister of Community Development, Territories and Infrastructure for Digital Development, Digital Transformations and Digitalization.

In addition, within the framework of the meeting, the business was familiarized with the current state of work on the implementation of the e-TTN project and the actions necessary for the business in implementing the invoice were discussed.

In particular, from February 1, 2023, businesses have time for a gradual transition, testing and adaptation to the use of e-TTN. For this, the company needs to conclude an agreement with one of the EDO providers that have joined the projectsto be fully ready for digitalization of this business process on August 1.

The implementation of the e-TTN system is carried out by the Ministry of Development of Communities, Territories and Infrastructure of Ukraine with the support of the Ministry of Digital Transformation of Ukraine and USAID / UK aid project TAPAS Project/Transparency and accountability in public administration and services and with the participation of the NGO Institute of Analytics and Advocacy, which for the period of project implementation is the administrator of the e-TTN system.

  We will remind you that at the end of last year, the development of the Electronic Waybill System (e-TTN) was completed. The first three provider companies (EDIN, PTAH and AgriChain) have been tested for interaction with the e-TTN Electronic Document Management System. In particular, two companies (EDIN and PTAH) have already successfully completed interoperability testing, one more company (AgriChain) received recommendations for finalizing its software.
