From April 15 to 19, 2024, the XXXVIII meeting of the Conference of General Directors (responsible representatives) of OSZ railways was held in the capital of Turkmenistan, Ashgabat, in which delegations from:
JSC "Azerbaijan Railways", CJSC "MAV Hungarian State Railways", JSC "Vietnam Railway", JSC "Georgian Railway", JSC "National Company of Kazakhstan Temir Zholy", State Corporation "Chinese Roads", Railways of the Democratic People's Republic of Korea , Korean National Railway Corporation KORAIL, SE "National Company "Kyrgyz Temir Jolu", JSC "Ulaanbaatar Railway", JSC "Polish State Railways", JSC "Russian Railways", Railways of the Slovak Republic, DUP "Rohy Ohani Tochikiston", Agency "Turkmendemiryolary" ("Turkmen Railways") Agency of Transport and Communications under the Cabinet of Ministers of Turkmenistan, JSC "Uzbekiston Territory Yullaresh", "Estonian Railway".
Representatives of affiliated enterprises of OSZ also participated in the meeting of the CMD: Peking University of Transport (PRC), SIGIS LLC (Republic of Latvia), Gepard Express (SE) (Czech Republic), JSC "United Transport and Logistics Company - Eurasian Railway Alliance" (JSC "VTLK ERA") .
Opening the meeting on April 15, Director General of the Transport and Communications Agency under the Cabinet of Ministers, Mammethan Chakiev, noted that this year marks the 30th anniversary of Turkmenistan's accession to the CIS, as well as the 300th anniversary of the great Turkmen poet Makhtumkuli Fragi. He read the congratulatory address of the President of Turkmenistan, Serdar Berdimuhamedov, to the participants of the XXXVIII meeting, in which, in particular, it was stated that Turkmenistan takes an active position in the development of transport and transit corridors, including in matters of cooperation at the UN, UN Security Council, and others.
As part of the agenda, the participants of the KMD meeting discussed and approved the results of the work for 2023 of the OSZ commissions for freight transportation, passenger transportation, infrastructure and rolling stock, permanent OSZ working groups on coding and informatics, financial and calculation issues. The following issues were also considered:
- the progress of mutual settlements and the mechanism of repayment of debts between railways;
- progress of work of the Working Group on Vocational Training/Training in the field of railway transportation;
- Report on the activity of OSZ for 2023;
- The expediency of developing a draft strategy for the development of OSH;
- about the OSZ work program for 2025 and subsequent years;
- the budget of the OSZ Committee;
- about the place of residence of the OSZ Committee, where it was proposed to keep the place of residence in the city of Warsaw;
- on the granting of the status of an affiliated enterprise of OSZ;
- about the preliminary agenda, date and place of the XXXIX meeting of the CMD.
The conference noted the successful implementation of the OSZ Program and Work Plan for 2023 and approved the OSZ Activity Report for 2023, approved the OSZ Work Program for 2025 and subsequent years in the field of freight and passenger transportation, infrastructure and rolling stock, and informatics , as well as financial and settlement issues.
In the field of activity of the OSZD Commission on freight transportation, it was decided to approve and implement from June 1, 2024, changes and additions to the Harmonized Nomenclature of Goods (DRN) and to approve and implement from May 15, 2024, changes to the OSZD Memorandum About 405 "Re on the creation and maintenance of the List of freight stations of the OSZ railways". It was also decided to continue work on all topics developed within the framework of the Commission.
As part of the consideration of the results of the PRG KI, regular editions of mandatory-recommendatory monuments were approved: About 920-14, О+Р 943 and О+Р 944 with corresponding cancellation of their previous editions.
The conference decided to grant the status of an affiliated enterprise to OSZ to the following companies:
- Shenzhen Dayang Co., Ltd. (Shenzhen, China);
- SRO "Association of Kazakhstan Freight Railway Carriers" (Astana, Republic of Kazakhstan);
The Conference approved the date of holding the XXXIX meeting of the Conference on April 7-11, 2025.
During the solemn closing ceremony of the XXXVIII meeting of the KMD, the address of the President of Turkmenistan, Serdar Berdimuhamedov, was read on the occasion of the conclusion of the XXXVIII KMD meeting, which noted the great importance of the results of this event in the development of international transportation in the region and the Eurasian space in general in the North-South and East-West directions .
The participants of the meeting expressed great gratitude to the Turkmen side for the excellent organization and holding of the Conference at the highest level, reflecting this in the "Ashgabad Declaration".
