The XXXVI Meeting of Representatives of the Parties to the Agreement on the International Railway Transit Tariff (IRT) was successfully held in the capital of the Republic of Tajikistan - the city of Dushanbe from June 24 to 27, 2025, on the topic "Improvement of the Agreement onon MTT and MTT update” (hereinafter referred to as the meeting).
The meeting was attended by representatives of the Parties to the MTT Agreement: CJSC “Azerbaijan Railways” (AZ), Belarusian Railways (BCh), JSC “Georgian Railways” (GR), JSC “National Company “Kazakhstan Temir Zholy” (KZG), Korean National Railway “Kyrgyz Temir Zholy” (KRG), Ministry of Transport of the Russian Federation (Ministry of Transport of Russia), State Unitary Enterprise “Rokhi Ohani Tochikiston” (TJZ), Turkmen Railways – Agency “Türkmendemirýollary” (TRK), JSC “Uzbekiston Temir Yullary” (KZ), JSC “Ukrainian Railways” (UZ); affiliated enterprises of the NEZ – JSC “OTLK ERA”, LLC “STM” and PJSC “TransContainer”; NEZ Committee.
In accordance with paragraph 13 of Article 3 of the MTT Agreement, the authority to represent interests, exercise the right to vote at the meeting and sign the Minutes of the meeting from JSC Czech Railways Cargo (ČD Cargo) has been transferred to the head of the delegation of JSC Georgian Railways (GR).
Based on the mandate of the Party to the MTT Agreement – Estonian Railways – JSC Eesti Raudtee (EVR), the right to represent interests, exercise the right to vote at the meeting and sign these Minutes from EVR has been transferred to the Head of the ONS Commission on Freight Transportation.
Mr. Sorbon Gulakhmadzoda, First Deputy Head of the State Enterprise “Rokhi ohani Tochikiston”, addressed the participants of the meeting with a welcoming speech, who noted the significance and importance of holding the meeting on the topic “Improvement of the MTT Agreement and updating freight transportation in the railway transportation space and effective use of railway transport”, and also wished the participants of the meeting fruitful and successful work, a pleasant stay in the city of Dushanbe.
The participants of the meeting were acquainted with the activities of the State Enterprise “Rokhi ohani Tochikiston”, about the transit and transport potential of the Republic of Tajikistan, about the investment and infrastructure projects of the Tajik Railway.
The meeting was chaired by the Head of the Commission of the State Enterprise for Freight Transportation, Ms. Zubayda Aspaeva.
The participants of the meeting discussed the proposals of the Parties to the MTT Treaty and the IRU Committee, as the depositary of the MTT Treaty, aimed at improving the MTT Treaty and updating the MTT Tariff, and agreed to make amendments and supplements to the MTT Treaty and the MTT Tariff, indicating the deadlines for their introduction.
Following the consideration of the agenda items, the participants of the meeting - the Parties to the MTT Treaty - signed a final document - the Minutes of the Meeting.
