
From April 14 to 17, 2025 in The XXXIXth meeting of the Conference of General Directors (Responsible Representatives) of the Railways of the CIS was held in Warsaw (Republic of Poland), which was attended by delegations from: CJSC "Azerbaijan Railways", Afghan Railways Administration, State Association "Belarusian Railways", CJSC "MAV Hungarian State Railways", State Corporation "Vietnam Railways", JSC "Georgian Railways", JSC "National Road Company", Railways of the Democratic People's Republic of Korea, Korean National Railway Corporation, SE "National Company "Kyrgyz Temir Jolu"", SE "Lao National Railways", JSC "Latvijas Dzelzceļš" (SJSC "Latvian Railways" road), JSC "Polish State Railways", JSC "Russian Railways", National Railway Company of Romania "CFR" - JSC, Railways of the Slovak Republic, DUP "Rokhy ohani Tochikiston", JSC "Uzbekiston temir yullari", JSC "Ukr dorogy", JSC Estonian Railways.
The meeting of the KMD was also attended by representatives of affiliated enterprises of the NSO: the Institute of Railway Transport (Republic of Poland) and JSC "PLASKA".
The meeting was chaired by the Chairman of the NSO Committee Myroslav Antonovych, and the Secretary of the NSO Committee Attila Kishsh served as the Secretary of the meeting.
As part of the agenda, the participants of the KMD meeting discussed and approved the results of the work of the NSO Commissions for freight transportation, passenger transportation, infrastructure and rolling stock for 2024, the NSO Permanent Working Groups on coding and informatics, and on financial and settlement issues.
The following issues were also considered:
- the progress of mutual settlements and the mechanism for repaying debts between railways;
- progress of the work of the Working Group on vocational education/training in the field of railway transportation;
- Report on the activities of the NSO for 2024;
- Program of work of the NSO for 2026 and subsequent years;
- budget of the NSO Committee;
- the issue of establishing the order of holding meetings of the CMD from 2026 to 2030. in the NSO member countries;
- preliminary agenda, date and venue of the XL anniversary meeting of the CMD.
The conference noted the successful implementation of the Program and Work Plan of the NSO for 2024 and approved the "Report on the activities of the NSO for 2024", approved the "Program of work of the NSO for 2026 and subsequent years" in the field of freight and passenger transportation, infrastructure and rolling stock, code.
As part of the work of the Commission of the National Railways on Infrastructure and Rolling Stock, the following National Railways memos were approved:
Pro 514 "Unification of axle boxes and adapters for wheel sets of freight car bogies", IV edition (Appendix 3.2 in electronic form);
Pro 514/2 "Decision on the unification of types and main dimensions of rolling bearings in cars operating in international traffic", III edition (Appendix 3.3 in electronic form);
O+R 540/1 "Brake (electropneumatic brake) for passenger cars", IV edition (Appendix 3.4 in electronic form);
O+R 771 "Recommendations on the use of high-strength bolts in the construction, maintenance and strengthening of metal bridges", IV edition (Appendix 3.5 in electronic form);
O+R 890 “Terminology for an innovative railway telecommunications system based on 4G/5G technology”, 1st edition (Appendix 3.6 in electronic form).
The following NOZ monuments were canceled:
514 “Unification of axle boxes” (III edition of 04/28/2006);
About 514/2 “Decision on the unification of types andmain dimensions of rolling bearings in cars operating in international traffic" (II edition dated 04/29/2005);
O+R 540/1 "Brake (electropneumatic brake) for passenger cars" (III edition dated 04/29/2005);
O+R 772 "Recommendations for corrosion protection of metal railway bridges" (I edition dated 04/27/2007).
As part of the consideration of the results of the work of the PRG CI, the following NSO notes were approved, while their previous editions were canceled:
About 920-13 "Uniform coding and structure of data required in international freight traffic", IX edition dated 04/17/2025;
O+P 943 “Library of standard electronic connections for freight transportation in international traffic under SMGS conditions in the UN/EDIFACT standard”, XVIII edition dated 17.04.2025;
O+P 944 “List of classifiers and data element codes. Library of code lists for freight transportation under SMGS conditions”, XVII edition dated 17.04.2025.
The approved preliminary agenda of the XL anniversary meeting of the Conference includes consideration of the results of the work for 2025. groups on coding and informatics and on financial and settlement issues. It is planned to discuss the progress of mutual settlements and the mechanism for repaying debts between railways, the progress of the work of the Working Group on vocational education/training in the field of railway transportation, the Report on the activities of the OSZD for 2025, the OSZD Work Program for 2027 and subsequent years, the Budget of the affiliated enterprise of the NEZ, the preliminary agenda, date and venue of the XLI meeting of the CMD.
The delegation of JSC "Uzbekistan Temir Yollari" informed the Conference of its intention to hold the XLI meeting of the Conference of General Directors (Responsible Representatives) of the NEZ Railways in the Republic of Uzbekistan in 2027.
No proposals for holding regular meetings of the CMD, starting in 2028, were received from the members of the CMD.
If no proposals are received from the members of the CMD regarding the readiness to hold a CMD meeting in their country, its holding will be ensured by the NEZ Committee.
The Conference gratefully accepted the invitation of JSC “National Company “Kazakhstan Temir Zholy”” and approved the holding of the XL anniversary meeting of the Conference from April 20 to 24, 2026 in the Republic of Kazakhstan, which will be held in the year of the seventieth anniversary of the OSS.
The delegation of the State Corporation “China Railways” invited representatives of all railways of the OSS member countries to participate in the World Congress on High-Speed Training, which is scheduled for July 8-11 in Kyiv. Beijing in two symbolic locations: the China National Convention Center (CNCC) and the National Railway Test Center (NRTC).
