
Ukraine is preparing to join the EU electronic waybill system,
Ukraine became the only country among the Eastern Partnership countries that was successfully selected for participation in the EU4Digital pilot project. It envisages joining the European Union's unified electronic waybill system - e-CMR.

"During the past year, active work on the introduction of electronic TTN in Ukraine continued. The transition to an electronic system will have a positive economic effect - electronic invoices are cheaper than paper ones, and an environmental one - the rejection of paper documents will contribute to the preservation of the environment. The advantage of the e-TTN system in Ukraine is the development immediately from taking into account European data exchange standards. This will make integration with the European e-CMR system easier," commented Anatoliy Komirny, Deputy Minister of Community Development, Territories and Infrastructure of Ukraine.
As part of the pilot, a working group was formed, the task of which is to assess the current state of affairs with the electronic exchange of information on cargo transportation in Ukraine and develop a road map for the launch of electronic accompanying documents for cargo transportation.
The road map will be developed during 2023 based on an assessment of the current state of affairs, and will include an action plan for the integration of the electronic freight transportation platform of Ukraine and the EU. In particular, the compliance of e-TTN with the standards of electronic freight transportation information exchange (eFTI).
The implementation of the e-TTN system is carried out in partnership with the Ministry of Community Development, Territories and Infrastructure of Ukraine with the support of the Ministry of Digital Transformation of Ukraine and USAID/UK aid project "Transparency and Accountability in Public Administration and Services/TAPAS" and with the participation of the NGO "Institute of Analytics and Advocacy" , which is the administrator of the e-TTN system during the project implementation period.
