
During the four months of use of NCTS Phase 5 in Ukraine, 21,000 declarations were issued. The latest version of common transit NCTS Phase 5 is used by Ukrainian business together with 20 countries out of 36 participating countries of the Convention on the common transit procedure.
NCTS is an IT tool that technically allows businesses to use a single customs declaration with a single guarantee for movements between the 36 countries of the Convention, the State Customs Service reminded on its official page.
NCTS is one of 17 customs IT systems that Ukraine must introduce on the way to European integration. The country is also obliged to update to the relevant version together with other participants of the Convention on the common transit procedure.
The countries participating in the Convention started the development and transition to NCTS Phase 5 in March 2021, Ukraine in June 2022.
All participants of the Convention on the common transit procedure had to switch to NCTS Phase 5 by the end of 2023. Due to the unpreparedness of the business, Ukraine was given an additional 5 months for implementation.
On April 22, Ukraine switched to the updated version of the NCTS Phase 5 IT system.
Ukraine switched to NCTS Phase 5 on time – even earlier than some EU countries. And with this, it proved its ability not only to apply European customs systems, but also to develop them "in step" with the countries of the European Union. Ukrainian companies among 20 countries out of 36 participants of the Convention on the common transit procedure use the latest version of the common transit system NCTS Phase 5.
The State Customs Service of Ukraine reports that more than 100,000 NCTS declarations have been made since Ukraine joined the "customs visa-free" system, of which 21,000 were made in 4 months of using NCTS Phase 5. The State Customs Service notes that the dynamics of making declarations in the joint transit procedure continues to grow.
