The regular meeting of the members of the NEO Committee No. 4/2025 was held on June 23, 2025 in a hybrid format. As part of the agenda, the members of the NEO Committee considered and adopted reports on/about:
- the meeting of representatives of the Parties to the ETT Treaty on the topic "Improvement of the ETT Treaty and updating of the ETT" (Almaty, May 13-16);
- the meeting of representatives of the NEO railways - Parties to the Treaty on the International Railway Passenger Tariff (NEO Committee, May 14-16);
- meeting of the Working Group of the SCO Commission on Transport Law on the development of technical conditions for the placement and securing of cargo (SCO Committee, May 20-22);
- meeting of experts of the SCO Commission on Infrastructure and Rolling Stock on topic No. 3 "SCS and communication networks" (SCO Committee, May 20-22);
- consultative meeting on the development of the SCO railway transport corridor No. 1 (Moscow, May 22-23);
- meeting of experts of the SCO Commission on Transport Policy and Development Strategy on the topic "Development of measures aimed at facilitating border crossings during international rail transportation in the Eurasian space" (SCO Committee, May 27-29);
- meeting of representatives of SCO railways - Parties to the Agreement on the Rules for the Use of Passenger Wagons in International Traffic (SCO Committee, May 27-29);
- a meeting of experts of the NSO Commission on Transport Policy and Development Strategy on the topic "Ecology and Environmental Protection in Railway Transport" (VKS, June 3-5);
- a meeting of experts of the NSO Commission on Infrastructure and Rolling Stock on subtopic 2.1 "Development of a set of issues on rails, rail fasteners, non-jointed track, mechanization of track works" of topic 2 "Railway track and artificial structures" (NSO Committee);
- a meeting of experts of the NSO Permanent Working Group on Financial and Settlement Issues (VKS, June 9-11);
- participation of the Chairman of the NSO Committee in the Summit-2025 of the International Transport Forum "Resilience of Transport to Global Shocks" (Leipzig, May 21-23);
- Participation in the conference "Shaping the Future: The Impact of Negotiable Cargo Documents on Trade Finance, Regional Connectivity and Digital Transformation" (Vienna, May 27).
The meeting distributed the tasks assigned to the working bodies of the SCO and the SCO Committee by the decisions adopted by the LII session of the SCO Ministerial Conference (June 10-13, 2025. Qingdao, People's Republic of China).
The Committee members discussed the letter of the SCO dated May 21, 2025 regarding areas of further possible cooperation between the SCO and the SCO and instructed the Secretary of the SCO Committee to prepare a response inviting representatives of the SCO to the SCO Committee to consider this issue.
