MINISTRY OF DEVELOPMENT AND EUROPEAN COMMISSION AGREE ON STEPS TO IMPLEMENT EU REQUIREMENTS IN THE FIELD OF HEAT SUPPLY, ENERGY MODERNIZATION AND TRANSPORT

A meeting was held between Deputy Ministers Maryna Denysiuk and Kostyantyn Kovalchuk with a delegation of the European Commission from the Directorate-General for Enlargement and Eastern Partnership (DG ENEST). The delegation was chaired by Benoit Messnar, Head of the Economic and Social Policy Division of DG ENEST.

The main focus of the meeting was to discuss the status of the implementation of the Ukraine Facility for 2025 in the field of heat supply, energy modernization and transport.

Deputy Minister of Community and Territorial Development of Ukraine Kostyantyn Kovalchuk discussed with the delegation the implementation of three Ukraine Facility indicators.

In particular, within the framework of the implementation of the Energy Modernization Program, the State Target Economic Program for Energy Modernization of Heat Supply Enterprises until 2030 has already been approved. Its goal is to increase the efficiency of district heating systems, reduce dependence on natural gas, and provide Ukrainians with stable and high-quality heat and hot water.

In addition, draft law No. 14067 has been registered in the Verkhovna Rada, which provides for the modernization of heat supply systems. The document stimulates the installation of individual heat points (ITP) in buildings, which will allow for the transition to “smart” heat supply and reduce energy consumption.

Kostyantyn Kovalchuk thanked the representatives of the European Commission for understanding Ukraine’s position and emphasized the importance of maintaining a moratorium on increasing tariffs in the field of heat supply for the population.

“Russia continues to target our critical infrastructure and civilian facilities. We are preparing for all possible scenarios of such shelling and practicing actions in different situations. All efforts are aimed at ensuring a stable heating season. At the same time, despite the challenges facing Ukraine, we remain pro-European and continue to work on improving the legislative framework in the field of heat supply in order to make services more accessible and closer to people,” emphasized Kostyantyn Kovalchuk.

Marina Denisyuk spoke about the status of implementation of projects in the field of water supply, heat supply and transport, in particular, about the inclusion of projects in the Unified Project Portfolio for 2026.

“Priority projects and programs are included in the EPP-2026. Thus, a separate program has been approved for the development of border infrastructure and the expansion of TEN-T corridors, and all existing CEF projects are included in it in accordance with amendments to the Cabinet of Ministers Resolution 527. We also welcome Moldova’s European integration choice. In recent years, we have been actively working together on projects to develop the border and liberalize road transport, so we are confident in continuing our cooperation and counting on the support of the EU,” says Maryna Denisyuk.

Currently, 11 transport infrastructure development projects are being implemented within the Connecting Europe Facility (CEF) program, launched in 2022–2024. These projects concern railways, road corridors, river transport and civil aviation and are part of the large-scale process of integrating Ukraine’s transport system into the European TEN-T network.

The participants discussed the specifics of financing these projects, emphasizing the need to optimize procedural processes with the involvement of the resources of the European Investment Bank (EIB) in order to attract funds faster and start reconstruction earlier.
