The Ministry of Agrarian Policy proposes new criteria for the distribution of quotas between port operators of the "grain corridor"

 

At the meeting, the department discussed the principles of determining the size of terminal quotas - the number of ship calls that each port operator will serve.

The Ministry of Agrarian Policy and Food reported that at the next meeting of the Coordinating Council for Logistics in Agriculture, criteria for distributing quotas between port operators were discussed under the new order as part of the implementation of the "grain initiative", writes TTS.

Representatives of public organizations, associations, businesses, the Administration of Seaports of Ukraine, and the Ministry of Infrastructure of Ukraine joined the meeting chaired by the Minister of Agrarian Policy and Food of Ukraine Mykola Solskyi.

The participants of the meeting focused on the discussion of the principles of determining the size of terminal quotas - the number of ship calls that each operator will serve.

It is noted that the discussion revolved around the basic principle of allocating quotas for the number of ship calls between ports and terminals. Some of the participants insisted on an even distribution of the number of ship calls between the ports. However, the Ministry of Agriculture noted that each port has a different number of terminals and operators, capacity and their specificities.

"A pilot option is being developed that will allow vessels to be distributed between terminals, regardless of the port, but depending on the capacity and type of activity. We hope to finalize this algorithm with all participants in the process as soon as possible, and we expect that the new procedure will prove to be effective," he said. Solsky

The meeting also discussed the introduction of an electronic car queue at existing ground checkpoints.

Anatoliy Komirny, Deputy Minister of Community Development, Territories and Infrastructure of Ukraine, said that the agency is working on improving the pilot project of the electronic queue at the Yagodyn-Dorogusk checkpoint.

It is planned to install automatic license plate reading systems for validating cars at checkpoints. In order to establish similar work at the remaining transitions, the process of introducing changes to a number of normative legal acts is currently underway. Over the next month, they plan to modernize the Porubne-Siret checkpoint in the same way.
