
Regarding the prevention of the negative impact of the European Union's implementation of the ICS2 system on the activities of international road carriers, as well as the interaction of Ukrainian customs information systems with the European one, the State Customs Serviceand Ukraine reported the following.
Today, the State Customs Service is implementing a centralized model of the customs clearance system ASMO "Center", which will further interact with ICS2 through the appropriate interface.
At the same time, ICS2 is a component of the EU customs information system, with which Ukraine will interact after becoming a member of the EU. Currently, connection to the working environment (PROD) of this system of the State Customs Service is not possible.
However, during the transition period, which will last until August 31, 2025 (inclusive), entities retain the ability to submit combined T1 declarations with security data (safety & security) to the NCTS P5 system without the need to additionally submit ENS to a separate system.
Therefore, until September 1, 2025, when submitting combined T1 declarations with security data, there is no need to separately submit ENS to ICS2.
In order to ensure the smooth operation of Ukrainian carriers, the State Customs Service has decided to switch to NCTS P6, which is integrated with ICS2. The project implementation dates will be announced later, as part of the State Customs Service’s communication with foreign economic entities.
