Graduation of seafarers through the Diya portal: year of operation of the service in numbers

Digitization of graduation processes made corruption risks impossible and speeded up the process of issuing documents from anywhere in the world many times over.

As part of the reform of the system of certification of Ukrainian sailors, online services were launched on the Diya portal. The previous procedure for seafarers to obtain documents necessary for work was long, complicated and had a large number of corruption risks.

Digitization of graduation processes made corruption risks impossible and speeded up the process of issuing documents from anywhere in the world many times over.

The following services are currently available on the Diya portal:

submitting an application for assignment or confirmation of rank/qualification;

registration for CES 6.0 computer testing (Ukraine and Poland);

filing a complaint in case of refusal to receive a qualification document.

Almost every second seafarer submits an online application to the Shipping Administration.

The service was used by more than 33,000 crew members, as a result of which 32,436 qualification documents — diplomas with confirmation and specialist certificates — were prepared for them.

Every application considered by the team of the State Qualification Commission for Seafarers (SCSC) of the Shipping Administration goes through an optimized electronic track in the system, where every action is logged. On average, 70% of applications submitted online are considered positively.

The work of the system is built in such a way that the actions of the member of the State Qualification Commission for Seafarers, who processes the application, as well as the stages of its processing are available in real time, which makes the process of certifying seafarers as transparent as possible.

Seafarers who do not agree with the decision of the DKKM can file an appeal online. During the year, 631 complaints were submitted using the Diya portal, of which 152 were approved.

On the Diya portal, it is also possible to apply for the internationally recognized CES 6.0 exam to confirm qualifications and obtain the necessary certificate. In this way, about 6,000 people have already registered for the exam, who have chosen a convenient place to take the exam in Ukraine or abroad.

The next steps of reforming the industry:

expansion of ranks for sailors on the portal - this year it is planned to implement the possibility of obtaining documents for the rank-and-file;

unification, digitalization and modernization of the work process of the State Service of Sea and Inland Water Transport and Shipping of Ukraine.

Electronic services for seafarers on the Diya portal and bringing seafarer certification standards to international requirements are implemented by the Ministry of Community Development, Territories and Infrastructure of Ukraine and the Shipping Administration in cooperation with the Ministry of Digital Transformation of Ukraine with the assistance of the project "Supporting Digital Transformation", funded by USAID and UK Dev.
