
On 10.09.2025, the Cabinet of Ministers approved and submitted the document for consideration by the Verkhovna Rada.
In the Program, we outlined 12 priorities: security and defense, European integration, anti-corruption, welfare, support for veterans, macrofinance and reforms, business, education and science, medicine and sports, reconstruction, winter stability, culture.
This document is our plan for addressing key issues in these areas, strengthening defense capabilities, supporting the army, increasing our own weapons production, ensuring the protection of citizens, developing the economy, and preparing for EU membership. We are doing all this together in the face of the challenges of a full-scale war.
We presented our program on August 18 to MPs, international partners, and representatives of think tanks. After that, we opened a collection of proposals for finalizing the document with the involvement of experts, public organizations, businesses, and citizens.
In total, the Government received 683 proposals from public organizations, business associations, experts, and active citizens. The largest number of applications was addressed to the Ministry of Economy (184) and the Ministry development of communities and territories (80). Most of the proposals were taken into account in full or in part, a significant part of them is already being implemented within the framework of existing programs and strategies.
I thank everyone who joined the creation of the program with constructive proposals. Now we are working to implement the planned. At the Government meeting, a number of important changes were adopted.
Security and defense:
1️⃣ We are streamlining the work of the VLK - we are providing a single standard of examination for all Defense Forces.
The rules of military medical examination of the Armed Forces of Ukraine will now apply to the SBU, the Foreign Intelligence Service, the State Border Guard Service, the National Guard and the UDO. All of them will use a single Schedule of Diseases to determine fitness for service. Medical examinations for the military of these bodies will be carried out in their own medical institutions, and if they are not available, in civilian hospitals under contracts.
We have also simplified the process of medical and military medical examinations, including remotely, for military personnel and victims who are being treated abroad for a long time (12 months or more) and cannot undergo an examination in Ukraine
2️⃣Compensation for damages due to the war - now there are more categories.
Soon, it will be possible to file an application not only for the death and disappearance of loved ones, damage to health or lost property, but also for forced departures abroad, deportation of children and adults, loss of housing, work or own business.
Filing an application for compensation for damages, losses or harm to the Register of damages caused by the aggression of the Russian Federation against Ukraine works, as before, through "Diya".
A number of innovations in various areas have been approved.
5️⃣Education: The terms of payment of annual cash remuneration for conscientious work to teachers have been updated, and from now on it must be paid to all pedagogical employees of all institutions and organizations, regardless of departmental subordination. Also, at the Cabinet level, the right of local authorities to establish other types and amounts of additional payments to pedagogical workers than those established by Government decisions has been regulated.
The additional payment is set at 20% of the official salary for organizing inclusive training for teachers-methodologists in preschool educational institutions.
6️⃣Ecology: The procedure for maintaining the Unified Register of Integrated Environmental Permits has been approved. The register will become part of the EcoSystem, and the administrator will be the Ministry of Economy. It will ensure electronic interaction between business, government bodies and the public.
Business will receive a single "digital window" for documents. Government - electronic procedures without papers. The public - open access to environmental data.
7️⃣Driving licenses: Truck drivers can obtain the right to drive a truck with a trailer more easily and quickly.
Now, during martial law, category C drivers who have undergone retraining and passed a practical exam have the right to drive category CE vehicles without the requirement to have a year of experience. Amendments have been made to the Regulation on the procedure for issuing driver's licenses and admitting citizens to drive vehicles.
