
For the Ministry of Community and Territorial Development, the government’s action plan includes six areas of work.
Announcement of a concession tender for the 40th container terminal and the first terminal in the seaport of Chornomorsk by the end of this year, border crossing by all passengers as planned, without the need to wait in physical queues in front of the checkpoint by the end of 2026, creation of the National Bureau for the Investigation of Transport Accidents... The government has published a draft Action Program until 2026. As noted in the Cabinet of Ministers itself, the priorities are formed in such a way as to help the country not only survive in times of war, but also ensure movement forward. For the Ministry of Community and Territorial Development, the government action plan provides for work in six areas. These are the restoration of regions and support for front-line territories, attracting investment in restoration, territorial cohesion, security of supply chains education, infrastructure for development and modern transport and logistics. The CTS investigated what plans and intentions the authorities have for the near future for the transport sector and infrastructure.
The Government Action Program talks about ensuring the financial stability of Ukrzaliznytsia as a critically important carrier and about introducing European standards of interoperability and safety in rail transport. It is important that a separate clear point fixes the priority for public-private partnership in the seaport of Chornomorsk and the introduction of the Maritime Single Window in the seaports of Ukraine. The nearest plans also include the reform of road transport according to European safety standards. And in order to modernize the transport system according to European standards, the Cabinet of Ministers wants to strengthen the Recovery Agency as an expertise center.
The section on supply chain security reflects provisions related to increasing the border capacity by at least 15% for freight and passenger transport and ensuring the sustainable functioning of the grain corridor. Another provision on the creation of modern border infrastructure for a comfortable life for citizens and effective business, reflected in the section "Infrastructure for Development".
One program goal has been defined for the Ministry of Community and Territorial Development - the formation of prerequisites for the restoration, modernization and sustainable development of infrastructure, ensuring high-quality transport and housing and communal services. Within the framework of achieving this goal, 18 operational goals have been defined, six of which relate to transport and infrastructure.
Operational goal No. 8. Integration and adaptation of the transport sector to European standards and practices.
The government talks about the implementation of "large-scale infrastructure projects" with an emphasis on transport safety, mobility, digital transformation of procedures in passenger and cargo transportation. This includes the development and modernization of railways, domestic and international transportation and maritime logistics, postal services, adaptation of legislation to the EU acquis, as well as the fulfillment of obligations within the framework of the Ukraine Facility.
Achievement criteria in 2025:
by October 31, 2025 - implementation of a compensation mechanism from the state in case of damage resulting from the armed aggression of the Russian Federation against Ukraine at sea for stable navigation in the Black Sea area within the framework of the Ukrainian Sea Corridor;
by September 30, 2025 - submission by the Cabinet of Ministers to the parliament of a bill on amendments relating to merchant shipping and navigation on inland waterways;
by December 31, 2025 - completion of the construction of the European standard railway Chop-Uzhgorod;
by October 31, 2025 - extension of the "transport visa-free regime" with the EU, the Kingdom of Norway and the Republic of Moldova and opening of new markets for exports (the Republic of Albania, the Kingdom of Morocco);
by December 31, 2025 - completion of repair and construction works on artificial structures located on public roads of state importance, as well as works to eliminate damage, destruction and deformations of the road surface on public roads, including in front-line areas.
Achievement criteria in 2026:
by December 31, 2026 - completion of three infrastructure projects in the field of transport and implementation of the second stage of the Maritime Single Window in open ports;
by December 31, 2026 - ensuring the possibility of permit-free passage for bilateral and transit transportation by trucks to the EU, the Republic of Moldova and the Kingdom of Norway.
Operational objective 9. Creation of modern effective border infrastructure.
In order for the conditions at road and railway checkpoints to meet the needs of business and passengers, the government plans to continue working on their development, creation of service areas and simplification of procedures.
Achievement criteria in 2025:
by December 31, 2025 - increase the throughput capacity of the border by at least 15 percent for freight and passenger transport;
by December 31, 2025 - completion of the construction of one service area for freight and passenger transport at the checkpoint with the Republic of Moldova - "Reni" (co-financing from EU funds);
by December 31, 2025 - opening of the new checkpoint "Bila Tserkva" on the temporary infrastructure at the border with Romania;
by December 31, 2025 - installation of new infrastructure at 10 checkpoints on the border with EU countries and the Republic of Moldova;
by December 31, 2025 - carrying out priority work to launch the passenger terminal at the Uzhhorod border crossing with the Slovak Republic;
by November 30, 2025 - adoption of the Cabinet of Ministers' resolution "On the implementation of a pilot project on the features of the organization and implementation of border and customs control during the movement of passenger trains".
Achievement criteria in 2026:
by December 31, 2026 - increasing the throughput capacity of the border by 15% and opening at least 12 new or modernized border crossing points;
by December 31, 2026 - all passengers will cross the border as planned, without the need to wait in physical queues in front of the border crossing point.
Operational objective 10. Reform of passenger transportation by road.
The government plans to introduce new approaches to opening domestic routes and conducting competitions based on digitalization and simplification of procedures. Among the intentions is also a reform of preferential transportation with the introduction of monetization of preferential trips and an electronic ticket. Updates are also expected in terms of regulating the taxi market to improve safety standards and increase budget revenues. The "eQueue" system, which works in the direction of international transportation, is intended to be scaled for buses and implemented for passenger cars. We also expect an update of the state portal of legal routes and tickets and the creation of a mobile application for passengers and carriers.
Achievement criteria in 2025:
by November 31, 2025 - implementation of the carrier's electronic office for conducting the competition;
by December 31, 2025 - launch of the pilot project for passenger cars "eQueue" at the first international automobile checkpoints with integration into Diya;
Achievement criteria in 2026:
by December 31, 2026 - opening of at least 100 new bus routes and connecting almost 12 thousand carriers to the carrier's electronic office;
by December 31, 2026 - the opportunity for passengers to buy a bus ticket of all legal carriers on a single state portal.
Operational goal 11. Implementation of European safety standards in road transport.
To increase the competitiveness of Ukrainian carriers in European markets and reduce the level of injuries, the government will work on the adaptation of European standards for safety and vehicle design.
Achievement criteria in 2025:
by December 31, 2025 - signing of an agreement between Ukraine and the EU on the use of smart tachographs, receiving from the EU an electronic digital key for the State Enterprise "DerzhavtotransNDIproekt" for issuing tachograph cards;
by December 31, 2025 - submission to the parliament of a draft law on the National Bureau of Investigation of Transport Accidents.
Achievement criteria in 2026:
by December 31, 2026 - implementation of full service of smart tachographs in Ukraine.
Operational objective 12. Ensuring uninterrupted operation of JSC "Ukrzaliznytsia".
To achieve this objective, the Cabinet of Ministers undertakes to ensure the integration of the Ukrainian railway system, primarily along the corridors included in the TEN-T, into the single European railway space. Also among the responsibilities of the government is the financial stability of JSC "Ukrzaliznytsia".
Achievement criteria in 2025:
by December 31, 2025 - submission to the Verkhovna Rada of a draft law on traffic safety and interoperability of railway transport;
by December 31, 2025 - provision of funding to support the liquidity of JSC "Ukrzaliznytsia" in the state budget for 2026, financing of railway infrastructure development projects on the borders with EU member states and renewal of passenger rolling stock.
Achievement criteria in 2026:
by December 31, 2026 - provision of a legislative framework for the functioning of the central executive body implementing state policy in the field of railway transport, including its financing from the State Budget of Ukraine. State financing to ensure high-quality and affordable passenger and freight transportation for JSC "Ukrzaliznytsia".
Operational objective 13. Attracting investments in the development of port infrastructure.
Work on attracting investments in seaports through the mechanism of public-private partnership for the development and modernization of the port industry will continue. Work will also be done to increase cargo transportation volumes and strengthen Ukraine's position as a maritime state.
Achievement criteria in 2025:
by December 30, 2025 - announcement of a concession tender for the 40th container and the first terminal in the seaport of Chornomorsk and a decision on the feasibility of the ferry complex concession project.
Achievement criteria in 2026:
by December 31, 2026 - holding a concession tender for at least 2 port terminals in Chornomorsk.
The Government Action Plan notes that the main political priorities in each sector will be implemented at the expense of domestic resources and existing instruments. At the same time, it is about attracting foreign investments for the restoration and development of Ukraine in the amount of at least 1.5 billion US dollars by December 31, 2025. Experts say that this is a small amount of investment and emphasize the need to intensify work with the EBRD, the World Bank and Eximbanks of EU countries that are interested in reconstruction.
