
The President of Ukraine signed Law No. 4560, which adapts the Ukrainian road transport market to the norms of the European Union. The law is part of Ukraine's obligations within the framework of the European integration course and opens up new opportunities for Ukrainian carriers within the common transport space with the EU.
The bill, developed by the Ministry development of communities and territories of Ukraine, was adopted by the Verkhovna Rada on March 27, 2025 with 267 votes in favor.
“This law is key to Ukraine’s full integration into the European transport market. It will allow our carriers to operate under the same rules as our EU colleagues and will increase the quality, transparency and safety of road transport services. I thank the President for signing it, and the Parliament for its support. We are working with the Ministry’s team to prepare all the necessary by-laws,” said Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine and Minister of Community and Territorial Development.
The document implements the key provisions of EU Regulation No. 1071/2009 into national legislation. In particular, it establishes uniform standards for carriers engaged in:
• international freight transportation,
• international and domestic passenger transportation,
• transportation of dangerous goods.
Among the main innovations:
• The criterion of "good reputation" - companies must not have serious violations of the law or convictions related to transport activities.
• Financial capacity - to start a business in the field of transport, you must have confirmation of financial stability (bank guarantee or insurance).
• Professional competence - companies must have qualified managers.
It is important that the draft law makes it possible to digitalize services for carriers based on the Unified Complex of Information Systems for Transport Safety.
The law comes into force one year from the date of its official publication. During this period, carriers will be able to prepare for the updated requirements - adapt documents, confirm the qualifications of managers, and use new services.
