
To ensure transparency during roadside inspections by Ukrtransbezpeka inspectors, an exhaustive list of control issues has been approved. Based on this list, the e-Inspector system, a digital mechanism for inspecting commercial vehicles, is now operational.
The e-Inspector will work on the basis of a clear list of questions that an employee of the State Service of Ukraine for Transport Safety has the right to ask during a raid inspection of commercial transport (truck, bus or taxi). Based on these questions, the system will automatically generate a violation report.
The order with an exhaustive list of questions came into force on May 18 of this year.
“It is important for us to ensure not only road safety, but also transparent and understandable mechanisms for inspecting commercial transport. The basis should be clear rules, without the possibility of corruption risks and abuses. This is important for both the carrier and the driver, as well as Ukrtransbezpeka employees. That is why we have jointly developed an appropriate inspection checklist. This list of questions will be used equally during the inspection of Ukrainian and foreign carriers. The eInspector system will operate on its basis. We are already starting to apply the digital procedure to foreign carriers, the relevant tablets have already been transferred to places in the regions. In the summer, we plan to scale digitalization to the control of Ukrainian trucks,” emphasized the Deputy Prime Minister for the Reconstruction of Ukraine - Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba.
The exhaustive list of questions applies to all types of transportation. In particular:
1. Domestic passenger transportation:
• Regular passenger transportation;
• Regular special passenger transportation;
• Irregular passenger transportation;
• Passenger transportation by taxi;
• Passenger transportation by passenger cars on request;
• Passenger transportation by self-employed automobile carrier;
• Passenger transportation by buses and passenger cars for own needs.
2. Freight transportation. Domestic cargo transportation.
3. International passenger and cargo transportation:
• Internationalpassenger transportation by residents of Ukraine;
• International passenger transportation by non-residents;
• International cargo transportation by residents of Ukraine;
• International cargo transportation by non-residents.
Recall that carriers and drivers have the right to record the process of conducting a scheduled, unscheduled or road-side inspection (roadside inspection) using photo and video equipment, without interfering with the conduct of such inspections. The inspection is also recorded using chest cameras by Ukrtransbezpeka inspectors.
