In accordance with the requirements of the Law of Ukraine “On the Principles of State Regulatory Policy in the Sphere of Economic Activity” and the Law of Ukraine “On Access to Public Information”, a draft order of the Ministry of Finance of Ukraine “On Approval of the Procedure for Opening and Closing Delivery Points, Requirements for Arrangement of Delivery Points and the Procedure for Determining Goods That Can Be Delivered to Another Place Agreed with the Customs Authority of Destination” has been published - https://mof.gov.ua/uk/draft_regulatory_acts_for_discussion_in_2025-819
The draft of this act, the development of which involved the State Customs Service, is aimed at implementing the updated provisions of Part 1 of Art. 200 of the Customs Code of Ukraine, as set out in the wording of the Law of Ukraine dated August 22, 2024 No. 3926-IX “On Amendments to the Customs Code of Ukraine Regarding the Implementation of Certain Provisions of the Customs Code of the European Union”.
The draft act:
1) determines the conditions for opening and grounds for closing delivery points;
2) provides for the need to create customs control zones at delivery points;
3) determines the form of decision-making by the customs authority when opening, closing and making changes to information on the place of delivery (issuance of an order by the customs authority);
4) establishes general requirements for the arrangement of the territory of delivery points;
5) details the procedure for coordinating with the customs authority of destination the issue of delivering goods to a place other than that specified in the List of Delivery Places;
6) determines the list of goods that can be delivered to another place agreed with the customs authority of destination;
7) proposes to declare the Order of the Ministry of Finance of Ukraine dated May 30, 2012 No. 646, registered with the Ministry of Justice of Ukraine on June 25, 2012 under No. 1052/21364, as invalid.
