
Development of the "UKRZOVNISTRANS" ASSOCIATION 1992-2023

Therefore, 12 transport and forwarding enterprises of the former "Soyuzzovnoshtrans" of the Ministry of Foreign Trade of the USSR united to create the Association of Commercial Transport and Forwarding Organizations of Ukraine "Ukrzovnoshtrans".
The founders of the Association were the following companies: Berdyanskzvnoshtrans (director A.I. Nosatov), Izmailzvnoshtrans (director P.M. Maryandyshev), Illichivzvnoshtrans (director L.G. Korenchuk), Kyivzvnoshtrans (director I.A. Lykhodiy), Kerchzvnoshtrans (director Melnyk V.A.), Lvivzovnoshtrans (director V.G. Ponezhina), Mariupolzovnoshtrans (director V.K. Bagaev), Mykolaivovnoshtrans (director Usov I.P.), Odesaovnoshtrans (director Poklad N.M.), Renivovnoshtrans (director Bakharev V.G.), Khersonzovnoshtrans (director A.S. Sigarev), Chopzovnoshtrans (director Koltunov I.A.).
ASSOCIATION "UKRZOVNISHTRANS" has united legal entities - members of the Association operating in the field of freight and passenger transportation by all types of transport, forwarding, logistics, infrastructure, tourism, customs and related services provided by participants of the supply chain for the constant coordination of their economic activities, and as well as protection of their rights and freedoms, conducting research, satisfying professional, public, in particular economic, social, scientific, educational, cultural, environmental and other interests.
Date of state registration 09/08/1995.
This date is the starting point for the creation of the "UKRZOVNISHTRANS" ASSOCIATION.
The creation of the Association "Ukrzovnoshtrans" in 1992, as the first INDUSTRY public organization on the territory of the independent Ukrainian state, was aimed at protecting the interests of forwarding companies in the transport and forwarding market, as well as creating a platform to fight corruption of officials of transport monopolies structures, vehicles, where the heads of the state-financed operational commercial services of shipping stretched the fleet. Export-import cargo accumulated in the ports of Ukraine after the collapse of the Soviet Union was sold illegally. To cover up the illegal confiscation of cargo that does not belong to Ukraine, the Cabinet of Ministers created a commission based on the decision that started the sale of abandoned cargo in ports. Only a small proportion of the proceeds was used to cover the costs of storing these cargoes in the ports.
The Association played a special role in the struggle for the formation and provision of tariffs for transit cargo to forwarding companies.
When developing, together with the railway administrations of the CIS countries, tariffs for transit cargo, discounts were provided for tariffs, which stimulate the attraction of additional volumes of transit cargo, as well as the reorientation of cargo flows through Ukraine to third countries, but the granting of discounts acquired a corrupt nature.
In order to receive discounts on tariffs, Ukrzaliznytsia officials demanded a monetary reward, and a rather large one. In addition, the Administration of Ukrzaliznytsia, in violation of the legislation, created a transport-forwarding enterprise in its structure, which received preferences for obtaining discounts, more favorable than those of other forwarders. Ukrzaliznytsia, guaranteeing its forwarder better discounts than other forwarders, guaranteed the latter contracts with shippers, and also intercepted freight flows and volumes from its competitors.
Of course, the "Ukrzvnoshtrans" Association could not put up with such arbitrariness.
She sent letters to the Cabinet of Ministers, the administration of Ukrzaliznytsia, the Antimonopoly Committee and other authorities, including the media. The results were positive.
The railway freight forwarder was eliminated from the structure of Ukrzaliznytsia. Getting discounts on the railway, tariffs began to have a more civilized character and were public.
The Association gained authority not only in the fight against the arbitrariness of corrupt officials, but also in the promotion and development of transport and forwarding activities, bringing it to the level of the industry. The association takes an active part in the development of legislative documents. She was included in the committees of the Cabinet of Ministers, the Ministry of Transport to submit their proposals and review draft laws - the Law on Transport, the Law on Ports, the Customs Code, the Statute of the HallZnitsy and others.
With the goal of creating transport and forwarding activity in Ukraine as a new industry, the Association initiated the development of the Law on Transit through the Cabinet of Ministers. The next stage was the development of the draft Law on transport and forwarding activities.
After the final version, the Law was adopted by the Verkhovna Rada. From that moment, a new industry appeared in Ukraine. Moreover, Ukraine became a pioneer in this direction among the CIS countries.
Activity and publicity of the Association contributed to its authority both within the country and among the European countries participating in FIATA.
