- to ensure the uninterrupted functioning of railway transport in the conditions of martial law in terms of purchases of fuel and lubricants, electricity, medicines, medical equipment, carrying out emergency and reconstruction works on railway infrastructure facilities and necessary repairs of traction and rolling stock, payment of wages - 10.00 billion hryvnias;
- for the purchase of the necessary food and construction materials for carrying out emergency emergency repair work on objects damaged as a result of hostilities, fuel, payment for grain storage and/or processing services (subsidy from the state budget to local budgets) - 7.45 billion UAH;
- for the purchase of medicines, immunobiological preparations (vaccines), medical products, auxiliary means for them, medical equipment in accordance with the Cabinet of Ministers' Resolution of March 2, 2022 No. 185 "Some issues of public procurement of goods, works and services to meet urgent operational needs of the state under martial law" - 0.5 billion hryvnias.
As stated, the decrease in transportation volumes of JSC "Ukrzaliznytsia" in the conditions of martial law has already led to revenue losses in the amount of UAH 3.30 billion, while there is a high probability that the company's revenue losses for the period 2022-2023 will increase to UAH 4.67 billion.
As a result of the depreciation of the national currency against foreign currencies, losses from exchange rates varyand financial losses of the company already amount to 2.72 billion hryvnias, and there remains a high probability of growth of losses from exchange rate differences and financial losses of the company for the period 2022-2023 to 3.83 billion hryvnias.
"Also, in case of deterioration of liquidity and a deficit of working capital of JSC UZ, there are risks of the state fulfilling its guarantee obligations for the company's loans secured under state guarantees," the Cabinet of Ministers states.
Losses of the company from the increase in prices for imported commodity items for the purchase of fuel, electricity prices in 2022-2023 may amount to 1.55 billion hryvnias.
Additional expenses of the company for the restoration of infrastructure (restoration of bridges, earthwork, traction stations), repair of traction rolling stock in 2022-2023 may amount to 2.4 billion hryvnias.
