
On April 29, the Three Seas Summit was held in Warsaw, Poland. Ukraine was represented by the Deputy Prime Minister for the Reconstruction of Ukraine, Minister of Community and Territorial Development Oleksiy Kuleba.
President of Ukraine Volodymyr Zelenskyy addressed the participants of the event. He emphasized that the states that are part of the Three Seas Initiative (Three Seas) need greater security cooperation, taking into account the Russian threat.
The Head of State noted that the countries participating in the Initiative need to protect energy infrastructure, especially near the borders with Russia, and develop joint plans for coordinated actions in case of emergencies.
According to the President, energy networks, pipelines, communication systems and other critical infrastructure must be built taking into account backup routes. The region also needs better logistical connections - not only for trade, but also for security.
Volodymyr Zelenskyy stressed that the implementation of all these steps requires lasting peace, which can only be achieved through joint efforts.
“All of Europe, especially our region bordering Russia, must speak with one voice. We all want"We want Europe and the United States to remain strong partners. We all want this war to end fairly - without any rewards for Putin, and especially - without a single piece of land," the Head of State said.
The President called on all those present to maintain pressure on Russia to help achieve a full and unconditional ceasefire as soon as possible - at least for 30 days, and to stand with Ukraine.
In turn, Deputy Prime Minister for Reconstruction Oleksiy Kuleba noted that this is an important event that demonstrates our integration into the European political, economic and security space.
"The Three Seas Initiative unites 13 EU countries between the Baltic, Black and Adriatic Seas and is becoming an increasingly powerful platform for the development of joint infrastructure, energy and digital projects. In the final declaration of the Summit, the participants unanimously condemned Russian aggression, confirmed support for the sovereignty and territorial integrity of Ukraine, and also emphasized the importance of Ukraine's active participation in the processes of European integration and reconstruction. They noted the importance of involving 3SI in the process of rebuilding Ukraine. Separately, the need to strengthen infrastructure ties, protect critical facilities in the Baltic and Black Seas, and enhance military mobility was indicated - all these areas directly relate to the security of Ukraine and our partners," said Oleksiy Kuleba.
He also noted that Ukraine is currently actively working within the framework of the Initiative, in particular, implementing transport and energy projects, building new railway and logistics corridors, and integrating into European energy systems.
"We have a clear strategy - to become a full-fledged participant in the Three Seas and thereby strengthen not only our state, but also the security and economy of the entire region. The Three Seas Initiative considers infrastructure development not only as an economic task, but also as an element of security. It is from this perspective that it is important to jointly strengthen our transport routes, energy networks, and digital interaction. Today in Warsaw, an important idea was voiced: the future of our region will be determined by those who are already investing in common security, interconnections, and innovations. This coincides with the Ukrainian vision: our victory in the war should turn into a common victory for Europe. In the form of a more stable, developed, and cohesive space from the Baltic to the Black Sea,” the Deputy Prime Minister for Reconstruction noted.
Oleksiy Kuleba also thanked all partner countries for their support for Ukraine. On the sidelines of the Summit, the Deputy Prime Minister for Reconstruction held a number of important meetings with representatives of the states that participated in the Three Seas Summit.
The Three Seas Initiative ("Adriatic - Baltic - Black Sea") is a political and economic forum and platform for initiating new projects and synchronizing existing ones to develop the transport, energy and digital infrastructure of the EU countries. The initiative has 13 full members: Austria, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia and Greece.
