The results of the implementation of anti-corruption programs in the Recovery Services were discussed in Kyiv

On November 22, a meeting of anti-corruption commissioners and heads of regional recovery services was held in Kyiv, organized with the support of the EU Anti-Corruption Initiative (EUACI). The event was attended by representatives of 22 regional recovery services and international partners.

In his introductory speech, the Chairman of the Reconstruction Agency, Serhiy Sukhomlyn, emphasized that trust on the part of donors and the international community is the basis of effective reconstruction.

 "We have to work on policies and procedures that are the foundation of such trust. There are already results, but there is a lot of work ahead," he emphasized.

The head of the EU Anti-Corruption Initiative, Allan Pugh Christensen, emphasized the importance of work that often remains behind the scenes.

 "When we talk about reconstruction, we often focus on visible results: built roads, restored infrastructure, reopened facilities. But there is also something that is often overlooked, something that makes all this possible: the development of project documentation, procurement, contracts, the construction process itself. We see potential risks at every stage. This is where the anti-corruption program plays an important role, as well as the anti-corruption officers in the Recovery Services, who ensure transparency, accountability and integrity in the reconstruction processes,” Mr. Christensen emphasized.

During the event, a general analysis of the implementation of measures to minimize corruption risks in the Recovery Services for the year was presented. The average level of implementation is 69%, with 11 services exceeding 70%.

The Deputy Head of the Agency, Yurii Sverba, noted that the Agency is the only state institution that has adopted Anti-corruption programs both in the Agency and in the Recovery Services:

 "All Recovery Services have adopted Anti-Corruption Programs, although this is not required by the Law. This is not the case in any public institution. Now we need to work on their real implementation."

The participants exchanged successful cases of implementation of anti-corruption programs, discussed challenges and possible solutions.

For 2025, further development of the internal digital procurement monitoring system based on risk indicators, standardization of technical supervision processes, long-term training for management and other measures aimed at minimizing corruption risks are planned.

This meeting is part of the Agency's systematic work to combat corruption and ensure transparency in the reconstruction process of Ukraine.
