Budget-2025: UAH 7 billion for railway infrastructure, rails and new cars

Funds for the purchase of wagons and co-financing will be allocated from the budget, other projects will be financed at the expense of targeted funds raised from international financial institutions.
In the law on the state budget for 2025, which was adopted yesterday, November 19, by the Verkhovna Rada of Ukraine, more than UAH 7 billion is provided for the development of the infrastructure of the Ukrainian railway and the renewal of the fleet of passenger cars.

"A targeted budget program is provided for co-financing railway infrastructure projects with international funds. This makes it possible to attract significant European resources for the modernization of the railway. This is how, for example, the infrastructure of Poland was developed. Thanks to financing for the purchase of passenger cars, more than 160 domestic enterprises involved in car construction will be loaded orders", - noted Oleksandr Pertsovskyi, chairman of the board of JSC "Ukrzaliznytsia".
In the country's main financial document for the development of Ukrzaliznytsia, the following projects are foreseen, in particular: UAH 4.42 billion - purchase of passenger cars (continuation of successful programs of previous years with the involvement of Ukrainian production: 100 cars are already in operation and 66 are being produced); UAH 1.83 billion - purchase of rails (as part of a joint project with the Government of France); UAH 1.217 billion - development projects (intermodal terminals, development of Eurotrack); UAH 128 million - co-financing of infrastructure projects with international funds.
Funds for the purchase of passenger cars and co-financing will be allocated directly from the budget of Ukraine. Other projects will be financed by earmarked funds from international financial institutions.
We will remind you that the Central Committee of Ukraine wrote that the Verkhovna Rada of Ukraine adopted the law on the state budget for 2025. The document was supported in the second reading and in general by 257 deputies. Budget revenues will amount to 2 trillion 339 billion hryvnias. Expenditures - 3 trillion 941 billion hryvnias, a deficit of 1 trillion 640.6 billion hryvnias, which will be covered mostly at the expense of international aid. "Ukrzaliznytsia" will receive funds for the co-financing of the European railway infrastructure development project, which is a mandatory condition for the provision of European funds.
At the same time, as the member of the financial committee Nina Yuzhanina noted, the government promised that all funds from the road fund would be directed to the Armed Forces, but in fact there was an increase in the financing of road projects by 1.2 billion hryvnias. "In particular, 24 billion of these funds are used to pay off debts related to "Big Construction", which makes roads a priority, despite the promise to direct these resources to defense needs," Yuzhanina emphasized at the briefing.
As a reminder, the Central Committee of Ukraine wrote that earlier the budget committee of the Verkhovna Rada of Ukraine considered the proposals submitted by people's deputies to the draft law on the State Budget of Ukraine for 2025 dated September 14, 2024 No. 12000 and recommended adopting the draft law in the first reading. In particular, it was planned to consider the possibility of allocating financing (4.8 billion UAH) for new passenger cars.
It was also proposed to direct all sources of filling the Road Fund (this is UAH 43.2 billion in 2025) to the general fund of the budget - to priority needs, first of all, the needs of national security and defense.
