The Ministry of Development of Communities and Territories and the specialized directorates of the European Commission (DG Move and DG Near) have started a pre-screening of Ukrainian legislation in the field of road transport for compliance with the requirements and standards of the European Union.
"Pre-screening is an important stage on the path of our European integration and the first step in the complex negotiation process regarding Ukraine's accession to the EU. This is the beginning of preparation for the official screening of our norms with the provisions of the EU acquis. What we are doing now is the basis for further reforming the transport industry in accordance with EU standards. The pre-screening itself in the format of a "live" presentation of the main normative developments to the relevant directorates of the European Commission is very valuable. After all, many questions and comments are removed at the discussion stage, when we show a much broader picture and how the national legislation works in this area, as well as receive answers about the relevant standardized procedures and practices in the EU. During the meeting, we presented the main blocks and key normative developments in the field", - emphasized Serhiy Derkach, Deputy Minister of Community and Territorial Development.
The following blocks were presented during the pre-screening:
• A package of market rules. Regulations (EU) No. 1072/2009, No. 1073/2009, No. 1071/2009. It is about the provisions of draft law No. 4560; Resolution of the Cabinet of Ministers No. 1001 on changes to the Licensing Conditions and Resolution No. 176 on the rules for providing passenger transport services.
• Package of social rules. Regulation (EC) No. 561/2006, Directive (EC) 2020/1057. In this block, representatives of the Ministry presented the Law "On Road Transport" and other acts.
• Package for domestic transportation of dangerous goods. Directives 2008/68/EC and 2022/1999. It is about the draft law on the transportation of dangerous goods.
• Public passenger transport services. Regulation (EC) No. 1370/2007 Among the documents analyzed is the draft law on socially important passenger transportation services.
During the presentation of the key acts, the experts of the Ministry answered and provided clarifications to the questions of the representatives of the European Commission. The next steps are to receive expert comments and further recommendations from European partners for further adaptation of Ukrainian legislation in the field to EU standards.
